Along comes a biblical flood like that caused by Harvey, and these persistent sources of danger can explode. Houston and surrounds has numerous refineries, chemical manufacturers (like the exploding Arkema plant), and superfund sites. Imagine being trapped next to a superfund site as the waters rise. Imagine being forced to breathe toxic and even life threatening fumes, and be in constant contact with hazardous waters and floating debris. Hurricane Harvey has left behind much more than a mess, and the evil genies of the hazardous waste are now scattered across the region and inside hundreds of thousands of homes, schools, and other spaces.
